Is it just us, or is everyone else out there saying, what happened to the summer?  The summer “quiet time” seems to get shorter and busier every year, with less opportunity to do all those projects piling up on our desks for when there is some breathing room.  Ready or not, though, fall is here!  And despite all that didn’t get done this summer, it’s a time of change and optimism and new beginnings. 

Recent participation in a Content Management Committee encouraged me to do some long overdue professional reading - my head is now spinning with all the possibilities.  This issue of Technical Trends has reports from NISO and the MLA annual meeting that will help bring you up to speed on some of the latest developments.  My enterprising co-editor can add to her list of credits “photographic contributor” for this issue by sharing some pics of TSS members caught on candid camera at the annual meeting. 

Thanks to all of our contributors to this issue, especially Karleen Darr who shares her last report as the TSS liaison to ALA CC:DA after three years of service in this capacity.  As always, we welcome your ideas and contributions for the next issue.  Send them to Connie or me at the emails listed below.  Now take a deep breath and enjoy the plunge into a new academic year!

From the Chair

Welcome to a new year everyone!  I want to begin by acknowledging Jan Cox for her leadership and stewardship of our Section over the past couple of years.  On a personal note I’d like to thank her for mentoring me through this process.  So, please join me in a loud and resounding THANK YOU JAN for your contributions to the success of our Section! 

As another year of Section business and activities begins, I would like to thank everyone who has agreed to chair or serve on a committee.  You’ll find lists of officers, committee members, and members who are serving as MLA liaisons to other organizations below, and posted on the Section web page.  The 2007 Planning Grid (see below) has been created and approved by the executive committee and committee chairs.  These goals outline Section objectives to match the goals determined by the MLA leadership this year.  Please contact me with any questions or suggestionsLet me take this opportunity to thank the membership for their assistance in creating these, as well as proceeding with our plans to successfully complete these goals in the future.

One of the stated goals for this coming year has to do with “creating and communicating our knowledge.”  As part of that goal Nancy Burford has agreed to chair a Task Force that will investigate the current state of technical services core classes in library and information science schools’ curriculum.  An official call for volunteers will be forthcoming in the near future and if you are interested in participating let Nancy or me know.  In a separate initiative we will be petitioning the MLA leadership to make the contributions of technical services work in librarianship more prominent in their public relations offerings.

The Section has been asked and accepted co-sponsorship of a symposium on scholarly publishing issues with the MLA Scholarly Publishing Task Force.  Further details will be communicated as they are made available.

It’s another busy year for all of us and I look forward to working together toward a successful conclusion.

  • Louise2006 Louise Darling Medal for Distinguished Achievement in Collection Development in Health Sciences

    The Louise Darling Medal is presented annually to recognize distinguished achievement in collection development in the health sciences. The award was established in 1987 and first awarded in 1988, with a contribution by Ballen Booksellers International, Inc. It continues to be supported in part by Blackwell North America, Inc.

    INTRODUCTION 

    Hello, readers.  It is a pleasure to write to you for the first time this second year of my tenure as MLA’s voting representative to NISO.  We completed a very solid academic year 2005-2006, dealing with a high number of standard drafts submitted to us by NISO for study and comments.  The spring quarter was as busy as the earlier ones for the Technical Services Standards Committee members.  All drafts were distributed to and returned by the members to the Chairperson with some individual reactions, and I voted for MLA in the positive for all of them except one.   

    Nadine has reported to me now that she has just renewed the Committee’s membership for this new academic year, with the same number of new and returning members.  She and I want to thank very much all members past and present for their diligent work.  We look forward to another productive year, so we can assure MLA that our voice is heard at NISO. 

    STANDARDS 

    For a list of the standard drafts studied by our Standards Committee in the past few months, please check the column by Nadine Ellero in this issue.   

    NISO Z39-87, Data Dictionary – Technical Metadata for Digital Still Images has been approved by the voting members, but has not been published yet.  It is a thorough revision of the draft issued for trial use in 2002.  An accompanying standard draft entitled Metadata for Images in XML is now in the process of being updated too.  

    An important standard up for revision at this time is the Standard Address Number (SAN) for the Publishing Industry, ANSI.NISOZ39.43 – 2001.  Originally created in 1993 to expedite paper-based transactions such as purchase orders and returns, the SAN has now been designated as the identifier for use in EDI transactions. 

    MEETINGS 

    NISO offered two webinars on SUSHI (“not raw fish”, but the Standardized Usage Statistics Harvesting Initiative) on Mar 17 and May 24, and will offer a third one in the series later this summer. 

    As in other years, NISO was present at the annual ALA convention in New Orleans.  The Standards Roundup Meeting was held on the afternoon of June 25. 

    NISO has announced as well two important workshops for this fall.  The first will be Managing Electronic Collections, to be held in Denver on September 27-29.  And the second will be Discovery to Delivery, to be held in Washington DC on November 2-3.  If you live close to either city and can take the time away from your job, you should consider registering for either of them, as you can be sure the sessions will be very relevant to your daily tasks.

    TECHNICAL SERVICES SECTION MLA Business Meeting Minutes
                    Business Meeting I: Technical Services Section/MLA              May 22, 2006                Phoenix, Arizona 

    The Section Chair, Jan Cox called the meeting to order at 4:35 pm.  The agenda was approved as distributed.   

    Jan welcomed attendees and called for announcements.  All were encouraged to attend the MLA Open Forums on the “Information Specialist in Context”, “Developing Middle Managers,” and “Education and Research.”   Members were also encouraged to participate in the focus group sessions for the MLANET redesign.  The Books Panel encouraged members to submit proposals for DocKits and other books.   

    Valerie Gordon distributed copies of the 2005 Technical Services Business Meeting I minutes that had been published in the summer/fall 2005 issue of Technical Trends.  These were approved as distributed. 

     Virginia Lingle distributed copies of the revised bylaws for the Section which had been published in the spring issue of Technical Trends.  The revised bylaws had been sent to the MLA Bylaws Committee and approved for compliance with MLA Model Bylaws.   The changes to the bylaws included revisions to allow electronic voting as well as cosmetic changes.  The changes were unanimously approved as distributed. 

    Reports of Section Officers 

    Chair Report -- Jan Cox distributed copies of the TSS Annual Report which was posted on MLANET and published in the spring issue of Technical Trends.  Highlights of the report included program plans for the annual meeting, activities on standards, and continuing education opportunities reported online and in Technical Trends

    Chair Elect/Program Report – Cecilia Botero distributed copies of the Program Committee Report which was published in the spring issue of Technical Trends.  TSS is primary sponsor for “Transforming Scholarly Publishing: the Role of Institutional Repositories” with Educational Medial and Technology as a co-sponsor.  TSS is a co-sponsor for two additional programs: “The Journey Ahead: Leaving Print for the Virtual Library” with Collection Development Section as primary sponsor and “Managing Change” with Leadership and Management Section as primary sponsor.

    Section Representative -- Connie Machado reported on the Section Council meeting held Saturday.  Elections for Potential Candidates for the MLA Nominating Committee were conducted electronically saving time at the Section Council Meeting. The question was raised as to whether sections have open or closed listservs. Section Council is asking for input on the independent reading project and requesting information on any international activity in sections.  They are always looking for section volunteers to sit at the MLA booth to encourage section membership.   

    Committee Reports

    – In addition to the changes to the bylaws already reported, Virginia Lingle updated the Technical Services Manual. 

    CE Committee – Xiaoli Li became chair of the Committee in January, taking Sue Trombley’s place. CE opportunities continue to be reported in the newsletter and through the listserv.  The call for CE’s for MLA 2008 will be coming in August or September.  A webcast on Emerging Technologies is scheduled for November 8th.   

    Membership Committee – Jan Cox reported for Hanna Kwasik, Chair of the Membership Committee.  This committee has done a great job despite hardships during the past year as result of Hurricane Katrina.  There are 151 members in the Technical Services Section with 23 new members.   

    Newsletter Co-Editors – The newsletter co-editors are Connie Machado and JoLinda Thompson with JoLinda taking Jan Cox’s place.  Three issues were published during the year.  Connie thanked all the members for their submissions and encouraged others to write articles for the newsletter.   

    Nominating Committee – Maggie Wineburgh-Freed distributed copies of the Nominating Committee Report.  She thanked those members who voted and those who volunteered to run and serve the section.  The committee sought nominations for the offices of Chair–Elect, Secretary-Treasurer, and TSS Nominee to the MLA Nominating Committee. Ballots were distributed by email with 40 votes returned.   The results of the elections were Chair-Elect, Nancy Burford, Secretary-Treasurer, Linda Flavin and Nominee to the MLA Nominating Committee, Virginia Lingle.        

    Standards Committee – Nadine Ellero distributed her report on Standards Committee activities.  Seventeen standards were reviewed during the past year with eleven of those reviewed during the last six months.  Nadine thanked those members that helped review standards and thanked Leopoldo Montoya for his continued help.  Volunteers are still needed to help review standards; contact Nadine if you can assist.   

    Listserv   -- There were no consequential actions or issues for the chair to report. 

    Web Site – Jan thanked Walter Morton for his many of years of service.  Walter will be retiring as web site editor after MLA 06 and Connie Machado has agreed to continue to maintain the website on an interim basis. 

    MLA Liaison Reports 

    ALA Committee on Cataloging: Description and Access (CC:DA) - Karleen Darr submitted a report that was made available to attendees.

    North American Serials Interest Group (NASIG) – Maggie Wineburgh-Freed submitted a report on NASIG which was published in the spring issue of Technical Trends.     

    National Information Standards Organization (NISO) – Nadine Ellero reported for Leopoldo Montoya, the NISO representative.  The NISO website is undergoing renovations.  Other areas of development include Standardized Usage Statistics Harvesting Initiative (SUSHI) and counter standards. NISO will be sponsoring a workshop this fall on standards for managing electronic collections.   

    OCLC SIG -- Virginia Lingle and Ginger Saha are the co-conveners of the OCLC SIG and Ginger Saha is the MLA Liaison to OCLC.  The group met on Sunday and had good participation; another meeting is scheduled for Tuesday.  The SIG would like to find a website coordinator to help with communications and will also be looking at cooperating with sections to plan meeting programs.  

    New Business 

    Web Editor Vacancy -- The TSS will be looking at steps to initiate a transition for the TSS website to the MLA website.  If anyone is interested in serving as the web editor, please contact Cecilia.       

    Introduction of New Officers – Maggie Wineburgh-Freed introduced the new officers:  Nancy Burford as Chair-Elect, Linda Flavin as Secretary-Treasurer, and Virginia Lingle as TSS Nominee to the MLA Nominating Committee.     

    MLA 07 Program Ideas – Nancy Burford asked for any suggestions and ideas for the MLA ’07 meeting.  This topic will be discussed more at the TSS planning meeting.   

    The business meeting portion of the meeting was adjourned at 5:05 pm.     

    The TSS program followed with presentations by Carol Krueger, Selector and Documents Librarian, Technical Services Division, National Library of Medicine on “Resource Description and Access (RDA):  A Brief Report from NLM” and by Ed Jones, Bibliographic & Metadata Services Coordinator, National University Library, San Diego  on “Functional Requirements for Bibliographic Records.”

                    Business Meeting II: Tecnical Services Section/MLA
            Tuesday, May 23 2006        Phoenix, Arizona 

    The meeting was called to order at 7:25 am by section chair Cecilia Botero. 

    Valerie Gordon distributed copies of the Business Meeting II minutes from May 2005, which were approved as distributed. 

    Officers Reports 

    Chair : Cecelia Botero deferred her report. 

    Chair-Elect/Program:  Nancy Burford: deferred her report 

    Secretary/Treasurer: Linda Flavin reported that the she had signed the necessary papers to transfer signatories for the section bank accounts.  She will attend the Section Treasurers Meeting later in the day.  

    Section Representative: June Janzen reported she would be attending Section Council Meeting. 

    Committee Chair Reports 

    Past Chair/Bylaws: Jan Cox reported that the Bylaws changes had been approved and that she would be reviewing the procedures manual. 

    CE Committee: Xiaoli Li discussed the process of selecting CEs for 2007.  Several hundred proposals are narrowed down to 90 from which 40 are selected.  In planning for 2008 CEs, she suggested the feasibility of bringing LC classes to MLA, especially on metadata and managing the digital library.  She encouraged members to take advantage of MLA’s independent reading program. 

    Membership Committee: Hanna Kwasik reported 23 first time new members and 151 current  members.  One thousand two hundred forty fine (1245) MLA members do not have membership in a section.  

    Newsletter Editors: Connie Machado thanked everyone for contributing to the newsletter.

     Nominating Committee: Jan Cox had no report. 

    Standards Committee: Nadine Ellero, combining her report with the NISO report, discussed ideas for recruiting participation in standards review.  Guidelines will be published and she and Leopoldo Montoya would like to publish an article about their combined 20 years experience with standards.  The group offered several suggestions for involving others in reviewing standards. 

    MLA Liaison Reports 

    ALA CC:DA:  The new liaison to ALA CC:DA is Chamya Kincy. (See biographical information below:  Kincy)

    NASIG:  Maggie Wineburgh-Freed has been reappointed to this position and encouraged people to attend NASIG meetings. 

    NISO: Nadine Ellero reported for Leopoldo Montoya. (See Standards report above). 

    Old Business 
    After some discussion Connie Machado moved that the Technical Services Section Quilt Block be attributed to Judy Wilkerson.  The motion was approved.
