Whew!  What a full newsletter!  It is just amazing how much information is still out there concerning technical services. And we thought we would be eliminated with automation.....I don't think so, Amigo!!  There are many exciting things happening at MLA in San Antonio, which are also of interest to those who labor behind closed doors in technical services departments everywhere!

One of the special events, not to be missed, is the last meeting of HSOCLCUG in San Antonio!  This is where Connie first got involved in medical cataloging and remained active for many years.  Many of our TSS leaders were former officers for HSOCLCUG!  So let's all put on our sombreros for one last salud to this hail and hearty organization. We're not so certain their work has ended, but simply changed style and name (see article below on OCLC Thesauri Pilot Project).

Time is very short this day to try and get all this relevant information out to members before MLA!  Please mark your conference calendars, or PDA's with TSS events listed below!  We hope to see all of you in attendance!  Thanks to the volunteers who have agreed to write reports on TSS meetings for our next issue of Technical Trends!

Connie will not be in San Antonio this year, but Jan will be boot-scooting about so keep her informed of which meeting you want to report on.  Have a Texas-sized time celebrating our profession at MLA this year.

San Antonio, the eighth largest city in the United States, embodies that big Texas spirit of history, tradition, and diversity.  At MLA ’05 we will observe many section and association traditions, while adding new chapters to our history as we participate in an annual meeting that will rival none for its spectacular richness and diversity.   

The Program Committee members have done a wonderful job in developing and partnering with other section program committees to bring TSS members sessions that we hope will enrich your knowledge while reaffirming the depth and diversity of our contributions to our profession.  We are also pleased to announce that we have several speakers scheduled for our section business meeting on Tuesday morning, May 17.  Dianne McCutcheon, National Library of Medicine’s Chief Technical Services Division, will be our business meeting keynote speaker.  She will be speaking about administrative metadata management for electronic resources at NLM, Trends in cataloging rules and workflow changes, and New priorities and staff skill demands for NLM Technical Services.  We will also have update presentations from Dan Kniesner, HSOCLCUG, Rebecca Dean, OCLC Senior Product Manager, Diane Boehr, Head NLM Cataloging Section.  The section annual report, included in this newsletter, gives a brief summary of committee members’ contributions throughout the year.  Jan Cox, as incoming chair, looks forward to working with all of you and would like to encourage anyone interested in serving on a committee next year to contact her.  There are numerous opportunities to share your knowledge and make a significant contribution to the technical services section and to MLA.

TSS Program Update:  2005 Annual Conference, San Antonio, Texas 

Technical Services Section Organizational Meeting, Monday, May 16, 5:00 p.m. 

For all officers (current & future) and committee chairs (current & future) to prepare for the section business meeting.  Please plan to meet at the Registration Desk area on Monday, May 16, at 5:00 p.m.  We will find a place to sit nearby to finalize details of the general business meeting to be held Tuesday morning at 7:00 a.m. in Marriott Rivercenter, Conference Room 8.  I will have a sign for the Technical Services Section.   Please bring your reports to share:  at least 30 copies for the main business meeting on Tuesday morning and approximately 15 copies for the planning meeting on Wednesday morning. 

Technical Services Section Business Meeting MLA ’05, Tuesday, May 17, 7:00 a.m. -   Marriott Rivercenter, Conference Room 8

The TSS Annual Business Meeting will be held Tuesday morning, May 17 from 7:00 a.m. – 9:00 a.m. (TSS Business Session #1) at the Marriott Rivercenter, Conference Room 8.  The meeting agenda will include section business 25-30 minutes; HSOCLCUG and AACR3 review process updates approximately 15 minutes each; OCLC Connexion migration and Terminologies Pilot update and a keynote presentation by Dianne McCutcheon, National Library of Medicine’s Chief Technical Services Division, Library Operations,  approximately 30 minutes each. 

All TSS members and interested parties are invited to attend.   

Technical Services Section Planning Meeting MLA ’05, Wednesday, May 18, 7:00 a.m. -   Marriott Rivercenter, Conference Room 8 

The TSS 2005/2006 Planning Meeting for both outgoing and incoming officers and committee chairs will be held Wednesday morning, May 18 from 7:00 a.m. – 9:00 a.m. (TSS Business Session #2) at the Marriott Rivercenter, Conference Room 8.  A continental breakfast will be served.  Bring your ideas and suggestions for the coming year’s goals, program and business meeting. 

Please let Jan Cox know if you will not be attending MLA.  If you will not be attending, please send Jan your committee report for sharing at the business meeting.

TSS SPONSORED SESSIONS, MLA ‘05 

“Educate, Enrich, and Enhance: Technical Services Internal Educational Outreach = Extendiendo la Educacion Interna de los Servicios Tecnicos” is the Technical Services Section’s primary sponsored program.  It will be held on Monday, May 16, 2:30 – 4:00 p.m. in CC: River 008A.   Our program co-sponsor is Leadership and Management Section.  Contributed papers will be presented by:  Lisa Palmer, Catalog Librarian, Lamar Soutter Library, University of Massachusetts Medical School, Worchester, MA; Betty Landesman, Head, Collection Management, NIH Library, National Institutes of Health, Bethesda, MD; Malgorzata Fort, Head, Bibliographic Services, Health Sciences Library System, University of Pittsburgh, Pittsburgh, PA; and Joan M. The program will focus on the impact OA publications have had on research, clinical care, library collections acquisition, and management workflows for technical services.

BCR and the Collaborative Digitization Program (CDP) have reached an agreement to offer CDP digitization workshops as part of the BCR training program. The Collaborative Digitization Program is a collaborative initiative involving libraries, archives, historical societies and museums in the western U.S. The CDP has gained a national reputation for its high-quality training, articulation of digitization "best practices" and metadata tools.

It is with pleasure that I announce, Leopoldo Montoya as my successor. Following the MLA Annual Meeting in May 2005, Leopoldo will become the new MLA voting representative to NISO and the new author of this column.  He has been reviewing standards for well over ten years and possesses a keen eye for detail, a sharp mind for logical flow and consistency, and a passion for the need and adherence to standards. He will do a terrific job! 

I am grateful for the past six years of service as the MLA/NISO voting representative and it has been my pleasure to keep you, the readers of this column, current and informed regarding the activities and directions of NISO and standards in general. Thanks to MLA for granting me this unique opportunity to serve and contribute to our profession.  It has been a good and productive experience.

On December 3, 2004, President Bush passed “The Individuals with Disabilities Educational Act” which will help expedite the production of digital textbooks for the blind and visually impaired through the adoption of a new file format. This new file format will follow the standards set out in the ANSI/NISO Z39.86 Digital Talking Book which the MLA Standards Committee carefully reviewed in December 2001.  

NISO co-sponsored a program on license terms and rights with the Book Industry Communication (http://www.bic.org.uk/index.html) on December 2, 2004.  This program looked at concerns such as managing different contracts, managing levels of rights/access, and managing language or terms used in communication interfaces and electronic resource licenses. 

The following organizations have recently  joined as NISO Members: CheckPoint Systems, Inc., The Cherry Hill Company, INFLIBNET, Ithaka/JSTOR/ARTstor, Library Automation Technologies, OpenRFP, Inc., SAGE Publications, TAGSYS, Talis Information Ltd., and the U.S. DOE Office of Scientific and Technical Information. 

In our developing world of information retrieval, metasearch  (the ability to search multiple databases at once) is and has been of high interest and exploration.  NISO will be coming out with a publication entitled “NISO Best Practices for Metasearch” in June 2005. For additional information on NISO and the Metasearch Initiative, including a presentation given by Roy Tennant entitled, “Google Scholar: Is Metasearch Dead?, see: http://www.lib.ncsu.edu/niso-mi/index.php/Main_Page. This web page has many other publications and presentations of note as well.

The MLA Technical Services Standards Committee is currently reviewing the following standards: Syntax for the Digital Object Identifier (NISO Z39.84-200X); International Library Statistics (ISO/CD 2789); Country Subdivision Codes (ISO/CD 3166-2); Serial Release Notification (NISO-EDItEUR Joint Working Party); International Standard Text Code (ISO/DIS 21047).

TECHNICAL SERVICES SECTION
MLA ANNUAL REPORT 2004-05 

Goal 1:  Recruitment, Membership and Leadership in the Profession MLA added Technical Services to the mentoring database.  Maggie Wineburgh-Freed, Committee on Mentoring Chair, wrote a mentoring article for Technical Trends encouraging  mentoring program participation. 

The Membership Committee, chaired by Junie Janzen, and with committee members Hanna Kwasik, Mary Holcomb and Lisa Palmer, sent renewal reminders to current members, contacted new MLA members who had not specified a section membership, as well as HSOCLCUG members who were not current members of TSS.  New NASIG members were invited to join TSS.  As of April 1, 2005 TSS had 107 members. 22 joined MLA since the last conference. 

The Section remains financially strong with available operating funds of more than $11,000.   

Goal 2:  Life Long Learning 

The Continuing Education Committee, chaired by Sue Thromley, with committee members Lynne Bowman, Kristin Sawyer, and Joan Gregory promoted 95 CE opportunities for technical services librarians through a regular column in the section newsletter and on the section’s discussion list in November 2004 and February 2005.  Local, state, regional and national meetings, workshops and distance education opportunities were included in the committee’s column and announcements.

Goal 3:  Advocacy 

The Standards Committee, chaired by Leopoldo Montoya, with committee members Cecilia Botero and Malgorzata Fort were very busy during the 2004/2005 business year.  The committee studied and commented on nineteen new or revised NISO/ISO information science related standards drafts.  The documents reviewed were as follows:

2.   ISO/CD 3166-1, Codes for the Representation of Names of Countries and Their Subdivisions, Part 1.

In addition, Nadine Ellero, MLA’s liaison to NISO, continued to provide technical services members with the latest news about how these and previous standards drafts are fairing in the approval process through her regular column in the section’s online newsletter, Technical Trends.   Nadine also chairs TSS’s Ad-Hoc Committee on Administrative Metadata. Nadine is preparing a position paper summarizing principles, practices, values and recommendations.  Joan Gregory is also a committee member.

Goal 4:  Creating and Communicating our Knowledge

During the 2004/2005 business year, the section continued to maintain open communication channels with the membership through
its Website, managed by Walter Morton, the section discussion list managed by Mary Buttner, and the online newsletter, co-edited by Jan Cox and
Connie Machado.   Current officers and current committee pages of the section’s web site were updated during the period and three issues of the section’s newsletter posted.  TSS members will report on TSS sponsored/co-sponsored programs for Technical Trends following the conference. 

Goal 5:  Building a Network of Partners


Jan Cox, Chair-Elect and section Program Committee Chair, and committee members Chris Ewing and Nancy Burford, worked on program plans for MLA ’05 in San Antonio
, Texas.   The section is participating in three MLA ’05 programs.  The section is primary sponsor for the contributed paper session “Educate, Enrich, and Enhance: Technical Services Internal Educational Outreach”.  Leadership and Management Section is a co-sponsor.  The section is co-sponsoring two additional programs:  “Medical Information Diversity: Results of an MLA Survey” sponsored by Medical Informatics and “Impact of Open Access (OA) Publishing” sponsored by Research Section. 

TSS section program committee members reviewed the structured abstracts received for the program for which TSS has the lead.   In addition committee members, Chris Ewing and Nancy Burford, will serve as co-program moderators for the program entitled “Educate, Enrich and Enhance”.  Jan Cox assisted in the identification of program themes/topics based on the MLA Survey results.

Several section members serve as liaisons for MLA to other professional organizations:  Karleen Darr to the ALA Committee on Cataloging: Description and Access liaison; Maggie Winburgh-Freed to NASIG; Nadine Ellero, to NISO; and Pat Rodgers to the ALA Publisher/Vendor Library Relations Committee.

The Nominating Committee, chaired by Marianne Burke, sought nominations for Vice-Chair-Chair-Elect, Section Council Representative-Elect, and TSS Nominee to the MLA Nominating Committee and conducted the 2005 officer election in accordance with the Section Bylaws. 

Virginia Lingle, past chair and Bylaws Committee chair, reviewed and reported that section bylaws are in compliance with the current MLA model bylaws posted on MLANET.  During the next year, there will be changes in the MLA Bylaws that may impact on the section bylaws.    Connie Machado serves as the section representative to Section Council.  Robert Pisciotta and Mary Holcomb continue to serve on the Ad Hoc Task Force for Research.

MLA ANNUAL REPORT 2004/05 

“The Committee on Cataloging: Description and Access (CC:DA) is the body within the American Library Association responsible for developing official ALA positions on additions to and revisions of the Anglo-American Cataloguing Rules, Second Edition, 2002 Revision.” -- http://www.libraries.psu.edu/tas/jca/ccda/  The committee meets at ALA Annual meetings and at Mid-Winter meetings. The committee corresponds through e-mail between meetings. The following is my report of activities for the Mid-Winter meetings: January 15 and January 17 2005 in Boston. 

Report of the ALA Representative to the Joint Steering Committee: Jennifer Bowen reported that Tom Delsey was appointed Editor of the new edition of the AACR rules.

JSC formed a small international working group devoted to communication regarding AACR3. A Powerpoint presentation created by Barbara Tillet which describes the development of AACR3 is currently available on the JSC public website (http://www.collectionscanada.ca/jsc/current.html.) This presentation will be updated as work on AACR3 moves forward. While the draft of AACR3 Part 1 will not be available publicly, JSC discussed the possibility of making future drafts of AACR3 available as public documents. The draft of Part 1 became available to constituent groups in December 2004. Included were cover documents, a list of issues to serve as a discussion guide and a template for comments. The draft was organized in the following manner:

The draft contains several rule changes that will affect cataloging practices, including the following highlights:

1.       The abbreviations [S.l.] and [s.n.] will no longer be used in lieu of a place of publication or the name of a publisher for any resources. Instead, these elements will be omitted from the record when no information can be recorded.

2.       Some changes have been made to rules for transcription that will result in the cataloger transcribing more literally what is on the resource, rather than supplying additional data or abbreviating what is on the resource.

3.       Some rules that previously applied only to serials will now be applicable to all resources or to more materials. In particular, the use of the numbering area has been expanded to be applicable for all resources issued in more than one part.

4.       For resources that are issued over time, catalogers will no longer need to consider  whether or not the resource is intended to continue indefinitely in deciding which rules to use in Part 1…. All of the rules for resources issued in successive parts are now all in the same chapter.

5.       GMDs: the draft includes new lists of GMD terms that allow for the inclusion of terms to indicate either the type of content, or the type of carrier, or both, in the GMD.

6.       Statement of Extent (now just called “Extent” in the draft):

a. The option to use terms in common usage has been generalized for all resources.

b. The new rules call for recording physical units and/or components, with the option to omit physical units. To simplify the use of the new rules, the draft of Chapter A1 includes tables of terms to be used for physical unit and components.

c. “Closed captioning”: will remain in Area 5 so that it is consistent with other information needed by users with other disabilities (e.g. Braille… see A1.5C2).

d. A new general rule will include the option to record the dimensions in inches if it is standard for the carrier or if there is no standard. 

A significant portion of time was devoted to discussions of the draft Part 1 of AACR3. Several members made comments on significant issues in AACR2 that remain unresolved in AACR3. Issues included: representation of multiple entities in one record; automated cataloging environment and user expectations; features common in metadata standards beyond the library community; semi-hierarchical rules causes unnecessary complexities; more fully include FRBR; nature of catalog contributions is changing toward addition of large sets of records from cataloging service providers, publishers, aggregators. There were also comments on the absence of a chapter on continuing resources in AACR3 and the organization of Part 1.  

Program Planning Task Force for ALA announced the program “Cataloging Cultural Objects” scheduled for Annual 2005.

   HSOCLCUG NEWS - THE FINAL DAYS!
 

The MLA Board of Directors approved HSOCLCUG's request to donate its remaining funds to MLA at the Board's February 17-19 meeting in Chicago.  When Health Sciences OCLC Users Group disbands later this year, the funds will be forwarded to MLA and placed in a Temporarily Restricted Fund to be used for the purposes stated in HSOCLCUG's formal proposal to MLA.  Details of the proposal are on the HSOCLCUG website.  In summary, the proposal is that the remaining funds be used to support a health sciences librarian to attend occasional OCLC Members Council meetings and to represent our interests to OCLC.  

An HSOCLCUG officer will present a short update on developments at the MLA/TSS Business Meeting in San Antonio on Tuesday, May 17, which is scheduled from 7 to 9 a.m.  Please attend the Business Meeting if you can.  

Mary Holt and Dan Kniesner will present a special poster on HSOCLCUG's early history on Monday, May 16, from 4:30 to 6 p.m.  Following the poster session will be a "Farewell to HSOCLCUG" social event at nearby Dante's Pizza at 7 p.m.  It will be HSOCLCUG's last meeting ever. 

All HSOCLCUG members, past and present HSOCLCUG officers, all MLA/TSS members, and past and present MLA/TSS officers are invited to this final social event.  Dante's Pizza is at 410 E. Commerce Street, just three blocks west of the Marriott RiverCenter, the MLA conference hotel. It is on the southeast corner of Commerce and Presa.  The event will include a complimentary salad bar/pasta bar/pizza buffet.  The invitation will be sent to MEDCAT and MLA/TSS lists also.

Health Sciences OCLC Users Group (HSOCLCUG) was established in 1975, the first of the OCLC users groups. It organized its first meeting in a conference room at the Cleveland Health Sciences Library in December 1976, when OCLC was still known as the Ohio College Library Center. OCLC’s name would change the following year.  Olyn Ruxin, a long-time CHSL cataloger, spearheaded HSOCLCUG's founding.  Olyn was also the founding editor of Start of Message, which began before HSOCLCUG, and became it's newsletter.

HSOCLCUG has been a liaison between the health sciences library community and OCLC staff and OCLC Users Council.  HSOCLCUG has also been an advocate for many improvements in OCLC products and services. The improvements are documented over a quarter-century in back issues of Start of Message. They include the loading of NLM CATLINE records into the OCLC union catalog in the early and mid 1980s, the preservation of MeSH headings in NLM records in OCLC when overlaid by LC records, quality assurance issues, merging or consolidation of duplicate records, and many others. HSOCLCUG has not only witnessed most of OCLC’s history, from the beehive terminals to the web, but also had an impact on some of it, which is a major reason why HSOCLCUG exists. Many former and current OCLC staff have either worked with HSOCLCUG or attended HSOCLCUG meetings or spoke at them, including Fred Kilgour, Rowland Brown, Neal Kaske, Kate Nevins, Tom Clareson, Rich Greene and most recently Alane Wilson.

Two other organizations figure prominently in HSOCLCUG’s activities and interests: the Medical Library Association, especially its Technical Services Section (MLA TSS), and the National Library of Medicine (NLM).

HSOCLCUG leaders were responsible for the creation of MLA TSS in 1982. Since then, the two have been sister organizations, sharing and exchanging members and officers and information and cooperating on many projects for mutual benefit. The current leaders of HSOCLCUG are also members of MLA TSS.

Two recent surveys were carried out by the membership and have helped to promote medical technical service issues. Dan Kniesner, Joan Gregory, Betsy Friesen, and Mary Holt investigated the possibility of loading MeSH into CORC. Dan Kniesner and Judith Dzierba are investigating the diverse state of MeSH authority practices in libraries. A recent HSOCLCUG meeting at ALA midwinter in New Orleans fostered additional networking with colleagues who have medical collections in academic settings.

NLM representatives have been at most HSOCLCUG meetings to present NLM updates. HSOCLCUG has always sought to foster collaboration between OCLC and NLM, most recently in the current joint NLM/OCLC project to exchange selected journal holdings data.

In 1999, HSOCLCUG established its own electronic discussion list, called Medcat. With over 200 subscribers, Medcat has opened up new communication among health sciences librarians about OCLC and NLM developments.

OCLC Connexion Thesauri Pilot Project

OCLC is exploring a service that provides access to multiple thesauri for libraries, museums, and archives to create consistent metadata for their collections providing mappings across thesauri to assist in relating terminology. The service would provide a
'one-stop' thesaurus web service and would be accessible through any web-enabled metadata editor.

We are seeking Connexion users who can incorporate this potential service into their workflow during the pilot period -- March
to May, 2005. During this pilot, we will be conducting market research (in the form of online surveys and/or phone interviews) to solicit feedback from participants. As a result of the pilot we expect to gain insight on how to better serve your needs for a terminologies service.

The technology for this pilot project has been assembled by OCLC's Office of Research using a new framework from Microsoft.

We plan on a phased approach, making different thesauri available at different points in the pilot. GSAFD (Guidelines on subject access to individual works of fiction, drama, etc.) will be the initial thesaurus offered and will be available from the beginning of the pilot. In addition to GSAFD, the list of terminologies includes:

gmgpc & lctgm - Thesaurus of graphic materials, TGM I & II (LC)
radfg - Radio form / genre terms guide (LC)
migfg - Moving image genre-form guide (LC)

MARC Content Designation Utilization
Inquiry and Analysis

The U.S. Federal Institute of Museum and Library Services (IMLS) awarded a $233,000 grant to the Texas Center for Digital Knowledge at the University of North Texas to carry out an empirical investigation of catalogers’ use of the MARC bibliographic format’s content designation.   Bill Moen is the principal investigator and our own Dick Miller has been appointed to the Advisory Group, which includes librarians with a broad range of views on the viability of MARC.  The empirical data from the project will contribute to the broader library community’s current discussion of bibliographic control and information access.

The Project runs from Dec. 2004 to Aug. 2006.  The results of this research should be very interesting in regard to the future of MARC.  More information at:  http://www.mcdu.unt.edu/?p=30

Mentoring in Technical Services

Yes, we’re all busy but we must take some responsibility in helping to prepare new members of our profession to continue the work we do.  I urge all experienced technical services section members to enroll in the MLA mentoring database.  At our request MLA added “Technical Services” as one of the areas of expertise in which those seeking a mentor can request help.  I checked and discovered that there are only TWO people registered under Technical Services, and I am one of them!

It doesn’t necessarily require a long-term commitment, but provides the opportunity to be available to someone with one or more questions about some aspect of technical services work.  It may be as simple as telling someone how some process is done in your library, or it may lead to a rewarding lifetime relationship with a colleague—you will never know unless you take the first step and register!
